A state task force looking into the problem of drug addiction among coal miners is recommending a comprehensive drug testing program.

Governor Ernie Fletcher says his administration favors the proposal.

The task force recommended mandatory drug testing of coal workers before they receive initial certification.

The task force also recommended that state regulators be given authority to require drug tests after mining accidents.
