High School Random Drug Testing

Students in Carmel High School, especially the ones who drive to school or take place in activities such as athletic or performing arts, soon may be required to submit to random drug tests.

If approved by the school board, the proposed random drug testing program would go into effect with the start of the 2006-07 school year.

Yet the board still is weighing the effects of such a policy -- and it would like to hear more from the public before it discusses it again Feb. 27. Steve Dillon, district director of student services, said that if approved, the policy would affect roughly half of the school's nearly 4,000 students. (continues below...)

Talk about the proposal surfaced in August, and the plan is considered partly as a way to give students one more reason to avoid drugs.

"The whole policy is written as . . . deterrence, not, 'Let's catch 'em,'" Dillon said.

Currently, Carmel and Westfield are the only Hamilton County districts that do not use some type of random drug testing.

A 2002 decision by the U.S. Supreme Court cleared the way to randomly test student-athletes. In Indiana, two cases support a school's right to test.

While board member Joe Miller has questioned the practice in general -- and specifically the district's standing on testing nonathletes -- even some students support it.

"If you're not doing drugs, you shouldn't have a problem with a drug test," said Chris Vazquez, 18, who has been involved with music at the school.

"I wouldn't have a problem with it because it's for the good of the school."
