On Site Associates, a Fallon company specializing in employee drug and alcohol screening, can save businesses a bundle by bringing everything needed for substance testing to the workplace, the owner says.

For Kathrine Bernard, it's a case of have Breathalyzer, will travel.

Bringing an employee to a clinic for drug or alcohol testing requires time away from work for the employee, and companies also must cover the job while the employee is away.

Once an employee is notified of a random drug test, that employee must be escorted to a collection point, which costs the company additional money, Bernard said. Not so if everything required to do the screening shows up at the workplace. The process takes 20 minutes.

"It saves them a substantial amount of money by having me come to them," Bernard said.

Bernard also can travel to an accident scene at a client's request and do an alcohol breath test using a portable Breathalzyer that is certified for accuracy. If alcohol is detected, the employee is tested a second time for confirmation. The results are immediate.

Although law enforcement will test motorists suspected of impairment on public roads, testing usually doesn't happen when an accident occurs on private property.

If an employee tests positive for drugs or alcohol following an accident, that can impact a company's bottom line when it comes to workman comp claims, she said.

She does both Department of Transportation and non-DOT testing. The DOT testing specifies what substances she can test for. With the non-DOT testing, Bernard can screen for 11 different types of drugs, including some that are not illegal.

On Site Associates is contracted with Qwest Laboratories for the drug screens. Results can be back the next day by noon. If an employee contests the results, the samples are sent to an independent laboratory and retested, Bernard said. If a test is positive, the laboratory's medical review officer contacts her and the results are forwarded to the employer.

Why should companies randomly test employees for drugs and alcohol? It can mean a safer workplace, for one. A company also may find it beneficial to test employees who drive vehicles or handle cash.

The cost savings from on site testing average out to be about 45 to 50 percent less than what it costs to take an employee to a clinic to obtain a urine sample, Bernard said. Her fee is based on volume and location.

Bernard has been doing drug testing for 10 years, most recently for a large local employer. She has completed training approved by DOT and must be certified again every three years. When a client calls, she goes over that company's policy manual on drug testing.

She has seven clients and the list is growing since founding On Site Associates. Bernard takes her mobile testing equipment to clients in Yerington, Fernley and elsewhere in Northern Nevada.

The agencies jointly announced $7.2 million in grants. "Random student drug testing is a powerful, proven tool that communities can use to prevent drug use and identify young people who have started on the path toward drug addiction," said ONDCP Director John Walters. "Drug testing makes our young people safer and helps shield them against a major public-health threat that has ruined so many lives. While youth drug use is down 17 percent over the last three years, there are still too many teens using drugs. That is why we must continue to develop programs, such as random student drug testing, that prevents use and provides needed treatment to those who have already begun."

The Department of Education's competitive Student Drug Testing Demonstration Grants program supports confidential and non-punitive random testing; the program calls for schools to have in place an assessment, referral, and intervention scheme for students who test positive.

"So far, every person randomly tested has passed," Hoback says. "We’re proud of that and happy with that. We’ve eliminated a certain group, but now we’re pulling in a group of people that we want to be part of our establishment and they want to be part of our establishment."

Hoback estimates about one in four employers do drug testing, primarily in construction and manufacturing.

"One of my campaigns personally," Hoback says, "is to get more businesses to do it."

Student Random Drug Testing & Drug Testing Kits

Random Drug Testing Policy at Schools

The Sedalia School Board is scheduled to discuss a random drug testing policy for students in extracurricular and co-curricular activities at its meeting Monday.

In a memo to the board members, Superintendent Doug Ebersold wrote that having a drug testing policy would raise legal issues. He said a well-written policy would reduce the legal risk.

If the board wants to pursue drug testing, Dr. Ebersold said a sample policy could be reviewed in November, and the board could vote in December. Dr. Ebersold recommended the policy begin in next school year.

Monday's meeting will be at 7 p.m. at the Smith-Cotton High School Media Center.

Over the summer, the board approved increased penalties for students in extracurricular activities who are caught drinking alcohol, doing drugs or cheating on tests. The punishments include suspension from a certain number of activities or being banned from participating for a year. (continued below...)

School board member Jim Waldo said that he supported random drug testing as an incentive for students to stop doing drugs or drinking.

In the high school between the 2000-2001 and 2004-2005 school years, there were 114 drug or alcohol infractions and 99 tobacco incidents, according to the district. In those same years, students involved in extracurriculars or athletics had 17 drug, alcohol or tobacco infractions, about 8 percent of all the occurrences.

Mr. Waldo said those numbers may not represent the number of students who drink or use drugs. The "casual party user," for example, is less likely to be caught at school or a school event, he said. Random drug testing would probably catch those students, he said.

The board also is scheduled to vote on whether to install geothermal heating and cooling systems at the Sedalia Middle School, Parkview and Skyline elementary schools.

The system could save the district about 67 percent on its energy costs annually, according to an estimate by John M. Vanderford, president of Vanderford and Associates Inc.

Instead of installing geothermal, the board could decide to continue with a planned replacement of the current heating and cooling systems at the schools.

Schools Need Random Drug Testing to Avoid Student Drug Abuse

While the task force set up by acting Gov. Richard J. Codey to examine the issue of steroid use among teenagers has until Dec. 1 to submit its recommendations, the consensus among the experts who testified at Wednesday's public hearing at Rutgers was that statewide random testing should be the centerpiece of any program.

The hearing, headed by task force chairman Msgr. Michael E. Kelly and Rutgers athletics director Robert Mulcahy, was part of an effort to do a comprehensive evaluation on steroid use in the state's schools. Authorities on the subject, including trainers, school administrators, physicians and counselors, provided the task force, the first of its kind in the country, with a wide range of information.

Terrence Farley, a first assistant prosecutor in Ocean County, has been at the forefront of the steroid issue for more than 20 years and told the task force that it's time to take decisive action.

"When we hear that steroid use among high school aged boys and girls has doubled, if not tripled, since the early 1990's so that a million or more of them have used steroids," he said. "When we know more and more about the physical and psychological danger of these drugs; when we know that many young people who use chemical drugs like Ecstasy, GHB and methamphetamine in the club scene also use steroids for their body image; and when we know that many of the drugs sold as steroids are actually counterfeit or contaminated we must take some first action and we must do it now." Farley advocates a multipronged approach that includes restoring the right of the Division of Criminal Justice and the Department of Health to do voluntary surveys on drugs, alcohol and sex in schools, a right that was taken away in 2002. Another component involves providing money for better training of teachers, coaches, administrators, parents and athletes and the presence of a substance abuse counselor in every school.

And Farley feels any program should include drug testing, including steroids, in appropriate cases.

According to Tanya Dargusch, the head athletic trainer at Washington Township High School, the presence of random testing helps give students an excuse to fight peer pressure and say "no" to steroids. Washington Township is one of 16 schools in the state that randomly test students for drugs, although not all of them test for steroids.

One recommendation by Mulcahy was that the New Jersey State Interscholastic Athletic Association become more involved in the process, possibly doing random steroid testing for athletes involved in NJSIAA playoffs.

Joe McAuliffe of Tinton Falls, who owns JM Power Center, a fitness center in Eatontown, told the task force that year-round random steroid tests helped clean up the American Drug-Free Power Lifting Association. McAuliffe is a three-time drug-free world champion.

Freehold Regional High School District Superintendent James Wasser, who oversees the largest regional school district in the state with some 12,000 students in six high schools, sounded some cautionary notes before the panel. One concern many school districts have voiced is the price of testing, with steroid tests ranging from $80 to $120. And while a state contract could help bring down the price, it's still a daunting proposition at a time when budgets are stretched thin.

"Who is going to pay for this?" Wasser said. "The burden is on the local taxpayer. That's putting an unrealistic burden on the taxpayer ... if it's state mandated, then it should be state funded.

"Our major problem is still alcohol. From my perspective, that's still the No. 1 problem, and we still haven't faced that."

Schools are allowed to test students involved in extracurricular activities, including sports, or who drive cars to campus.

"I think it's discriminatory," Wasser added. "I think you should test the entire student body."

Keep Your Kids Away from Drug Abuse

It will be months before the WJC School Board makes a decision on random drug testing for high school athletes, but the concept is clearly gaining interest.

Lisa Brady, superintendent of Hunterdon County Schools in New Jersey, is one of the country's foremost advocates on the subject. She was supposed to take part in a forum here last May sponsored by the Historic Triangle Substance Abuse Coalition, but had to cancel at the last minute.

She agreed to visit Williamsburg later to discuss the issue, and came to town Thursday to hold a series of meetings with WJC officials and testing advocates, as well as visit with the superintendent in neighboring York Schools.

While the subject has been debated in two forums in WJC and presented once to the School Board, Thursday marked the first big discussion in York.

York Schools spokesman Betsy Overkamp-Smith said Brady had breakfast with Superintendent Steven Staples on Thursday. The two had met previously at a superintendents' conference.

“You could call it a fact-finding meeting,” Overkamp-Smith said. “There is, however, no policy coming in York Schools on random student drug testing.”

A coalition of parents in WJC has researched the issue of random testing for nearly a year. The group presented its findings to the School Board last May, but the issue was tabled until Superintendent Gary Mathews could settle into his new job.

Although controversial for privacy reasons, random drug testing is on solid legal ground. The Supreme Court has twice upheld the practice, allowing public schools to test athletes and students in extracurricular activities. It has stopped short of allowing schools to test all students. Mathews will make a recommendation to his School Board in February, though he won't say which way he's leaning. He met with Brady Thursday afternoon, just after her lunch meeting with two WJC School Board members.

Mathews has said he plans to visit Lynchburg Schools, the only division in Virginia to implement a testing program. He will also meet with Kent Willis, director of Virginia's American Civil Liberties Union, who is a staunch opponent of student drug testing.

Some regard Mathews sympathetic to the idea, even though the school district he ran in the Dallas suburbs had no testing program. He did have a mandatory education program for parents that focused on drug and steroid use.

Hunterdon's testing program, which began in 1996, has been heralded as a model for student drug testing. It was suspended during 2000-03 following a lawsuit by the local ACLU. The program withstood the challenge, and testing was upheld by the New Jersey Supreme Court.

Brady said the biggest hurdle to overcome was credibility.

“We had to work to establish trust,” she said. “Parents and students had to know the program was about providing help and not there to kick kids off athletic teams.”

Hunterdon routinely surveys its students about drug use and other behaviors. After the program began, usage fell in 20 of the 28 areas surveyed. When testing was halted because of the lawsuit, the survey showed usage was back up in those same 20 areas, in some cases at higher levels than before testing began.

“Kids were coming to us and asking, ‘What are you doing not testing? The whole lacrosse team is smoking pot.'”

In Hunterdon, the testing program is about deterrence rather than uncovering usage. The program extends to athletes, extracurriculars, and any student who parks or drives a car on campus. Some coaches volunteer to be tested to show their faith in the program.

Yet only 15% of the students in the testing pool of about 2,100 students are actually tested, or five a week. The deterrent is that every name goes back into the pool each week, so in theory a student could be tested again.

“The likelihood of that happening,” Brady said, “is about the same as me winning the lottery.”

Testing a smaller sample of the student population might gain favor here, since the cost of testing is a drawback. Lynchburg spends more than $40,000 on testing, requiring each athlete to be tested. By testing fewer students, costs could be cut by 80% or more.

“The question is, How much can you afford?” Brady asked. “Fifty percent is better than ten percent, but you do what you can.”

When a student tests positive in Hunterdon, he or she is removed from the activity for a month and placed in an intensive counseling program. For a second positive, the suspension and counseling sessions are doubled.

Is there a third strike? “If a child tests positive a third time in our program, then he or she has a serious drug problem.”

Hunterdon has also done some testing for steroids, using urine samples provided for previous drug tests. The idea is to see how widespread the problem is, if it even exists. The drawback is the cost, since testing for steroids is considerably more expensive.

“The thought was, Why are we possibly testing the kid in the Yo-Yo Club, who isn't likely to be using steroids?” Brady recalled. “But the steroid problem isn't just about kids on the wrestling and football teams. An increasing number of teenage girls are taking steroids because it reduces body fat. It's very real.”

Next fall Hunterdon will expand testing to all of its high schools, including the county's smallest, where Brady is now superintendent. “They kind of knew what they were getting into when they hired me,” she joked.

Pre Employment Drug Testing Kits for Common Workers

Random drug testing for police and firefighters could be in the city's future, following the Rhode Island arrest last month of a Taunton firefighter charged with selling crack cocaine.

But drug testing, an idea being championed by some city councilors and Interim Fire Chief Joseph Rose, won't happen overnight.

It would have to be negotiated into union contracts for police and firefighters.
"It's not on the table," Mayor Robert G. Nunes said.

Firefighter Tim Moreau, who takes part in contract negotiations, said it is too late to add any new ideas to the firefighters' contract at this point.

Negotiations between the city and unions are currently under way for both departments. A representative for the police patrolman's union did not return a call for comment.

City Council President Daniel Barbour strongly supports random drug testing.
"I'm sure it wouldn't be an easy thing to negotiate (with the unions), but I do feel that this is one mechanism that could be in place."

Firefighter Michael Perry, 44, resigned from the department Tuesday in the wake of a criminal charge by police in his hometown of Middletown, R.I., accusing him of selling crack cocaine.

Perry's voluntary departure ended the need for city disciplinary measures against him, but public officials now must figure out how to prevent future failures of moral turpitude by its first responders.

Across the board, public officials say that police and firefighters should be held to a higher moral standard than ordinary citizens. After Perry's arrest, city councilors are wondering how to ensure that standard is met.

"We need to be confident that they are top-notch and 99 percent of them are," said Councilman Charlie Crowley.

But that one percent of troublemakers risk of spoiling the reputation and effectiveness of either the police or fire departments.

Police Chief Raymond O'Berg said he recognizes that. Police carry guns and handle drugs on a regular basis. Any indiscretions of drug use or even off-duty violence could "hamper an officer's ability" to legitimately enforce the law, O'Berg said.

Two of his officers were embroiled in a March 2004 off-duty fight nearly two years ago.

Barbour said random drug testing of police and firefighters is a necessary first step to ensuring legitimacy.

Currently, new police officers are drug tested when hired, O'Berg said. He did not endorse random testing, but added "we should be able to" test when "credible information" that an officer is using drugs arises. Rose said firefighters have come to him looking for help with drug problems. The fire department, as well as the police department, has programs to help its employees through "personal problems," as O'Berg put it.

Citing privacy, O'Berg would not even speak about those problems in general terms.

He did say that a three-man internal affairs division investigates any credible information that an officer has committed any crime, be it misdemeanor or felony.

Rose defended the reinstatement of a firefighter convicted of five drunk driving offenses, saying the charges were only misdemeanors. But earlier this week, he advocated firing Perry because the charge against him is a felony.

City Solicitor Steven A. Torres said any public employee convicted of a felony can no longer work for the city. A misdemeanor conviction means one year off the job.

Currently, Taunton Department of Public Works employees must submit to random drug testing because they drive vehicles in excess of 25,000 pounds, Torres said.

But firefighter lobbying in the past left firefighters out of that requirement because of concerns about how it would affect rural, volunteer departments, Torres said.

"I think, for the most part, most employees should not be concerned about having a random drug and alcohol test in place because the lion's share of the employees are law abiding citizens," Torres said.

Even if random drug testing is someday built into union contracts, there will be other details to iron out. O'Berg said safeguards would be needed to make sure that tests did not come back as a false positive.

And if employees for the fire department, police department and department of public works are subject to random drug tests, what other city employees should be tested?

"If you're going to develop a drug testing policy, you should develop it for everyone," Crowley said. "I can't see isolating one department unless you're going to implement
